Lori Shenk

Emergency Management Coordinator

Rapho Township, Lancaster County, PA

Lori Shenk is the Emergency Management Coordinator for Rapho Township, (Lancaster County), serving since 1998. She began her career in emergency services as a volunteer firefighter with Mastersonville Volunteer Fire Company where she continues to serve as an active firefighter and EMS provider. She is a Lifetime Member and currently serving as the Assistant Secretary.

For more than 36 years she has held volunteer, paid, and full-time management positions in EMS. She is a member of Manheim Central School District’s Emergency Planning Committee, and has provided consulting services to schools, churches, day care centers, and others, assisting them in the develop of their emergency operations plans.

Lori currently is employed at the Pennsylvania Emergency Management Agency (PEMA) in the Public Assistance Recovery office, and was previously employed by the Pennsylvania Department of Health/Bureau of EMS as the EMS Recruitment and Retention Specialist.

Lori is passionate about responder safety, particularly initiatives to prevent responder motor vehicle struck-by incidents. She has served as co-chair of the Public Education and Outreach Committee for PennTIME (Pennsylvania Traffic Incident Management Enhancement), and is the Executive Director for TIM Heroes, a non-profit whose members consist of highway and traffic safety leaders from across the Commonwealth, and the nation, working in support of responder roadside safety initiatives.

Mike Taylor 

Logistics Coordinator

Cumberland County Dept. of Public Safety

Mike has been serving the community since 1993 as a firefighter with Hampden Township Volunteer Fire Company. At the Fire Company he has held several leadership positions from Lieutenant to Assistant Fire Chief and is currently the Fire Company President and a Safety Officer. He has been a member of the HazMat team since 1998 and a chief with the Team since 2008 and is currently the Deputy Chief for the team. Mike is employed by the Cumberland County Department of Public Safety as the Logistic Coordinator.

Mike holds several fire service and hazardous materials certification as well as being a PEMA Professional Emergency Management Coordinator and the FEMA Advance Professional Development Series.

Jonathan Guseman

Warning Coordination Meteorologist
NOAA/National Weather Service/State College, PA

Jonathan Guseman has been a meteorologist with the National Weather Service for 16 years, including serving as the Warning Coordination Meteorologist for central PA since September 2020. He began his NWS career in Morristown, Tennessee as part of the Student Career Experience Program while earning his Bachelor of Science degree in Meteorology from Valparaiso University, then transferred to the Melbourne, Florida forecast office in 2010 as a full-time Meteorologist. Jonathan headed west to the Great Plains in September 2012 as a General Forecaster with NWS Lubbock, Texas, before moving back east toward his hometown of Cincinnati in January 2016 as a Senior Forecaster with NWS Jackson. He was then promoted to the Warning Coordination Meteorologist position in eastern KY, before coming to the Keystone State. In this role, Jonathan is in charge of forecast and warning services for central PA and is the primary liaison between the NWS and all partners and customers served by the State College office. Outside of promoting weather education and safety, Jonathan enjoys traveling and spending time with his wife and two young daughters, while remaining an avid Cincinnati sports fan.

Shawn Renaldi

Compliance Assistance Specialist

Occupational Safety and Health Administration

U.S. Department of Labor

Shawn is the Compliance Assistance Specialist for the Harrisburg Area Office for the Occupational Safety and Health Administration.  Shawn began his career with OSHA in 2010, initially as a Compliance Safety and Health Officer before assuming the role of the Compliance Assistance Specialist in 2022.   

Shawn served in the United States Army beginning in 1995 as an Air Defense Unit Specialist operating the Patriot Missile System.  His military career involved a deployment, including serving in Saudi Arabia providing Theater Air Defense for Allied and U.S. Forces.  Shawn later transferred to the Pennsylvania National Guard serving in a communications unit, and ultimately as the battalion marksmanship coordinator and the section chief for the Division Signal Office.

After an initial private sector career in Information Technology, Shawn attended Slippery Rock University, earning a Bachelor’s Degree in Safety and Environmental Management in 2007.  This led to a position working as a safety manager for Manitowoc Cranes in Shady Grove, Pennsylvania before returning to government service in 2010.

Shawn has extensive safety compliance and investigative experience through performing hundreds of workplace inspections across all sectors of industry. A large number of these inspections have included incident investigations for significant incidents and injuries.  This experience has provided a direct understanding and body of knowledge of how workplace incidents often occur as well as the means by which they can be prevented.  

This website is managed by the Cumberland County, Pennsylvania LEPC with oversight provided via the Cumberland County Department of Public Safety.
